The Central Otago District Council is delighted to report that work is starting on the last stage of the Gair Ave subdivision in Cromwell this week.
Civil contractor SouthRoads took possession of the site on Monday (10 March 2025). The first couple of days will be focussing on site setup, and bulk earthworks will commence shortly after.
In 2022 the Cromwell Community Board approved a five-stage approach (illustrated below) for developing the remaining block of Council-owned land at Gair Ave for this rates-neutral development, profits from which will be used to fund other Council developments.

The subdivision comprises 5.2 hectares of the 10.4 hectares of residential land at the Gair Estate.
In March 2023, the board approved a revised estimated figure of $2,093,410 to fund development of Stage 1A and Stage 1B and make the remainder of the land ready for the development of the next four stages.
Cromwell Community Board chair Anna Harrison said she was excited to see the next stage of this development starting to take shape.
The subdivision will deliver a range of housing types including more affordable options, such as semi-detached and terraced housing on smaller building footprints, consistent with the Cromwell Masterplan objectives.
Infrastructure for Stages 1A and 1B is planned over the next few months. This will include construction of sewer and stormwater drainage, water, services reticulation, streetlighting, and roading construction including footpaths and berms.
The current proposal is 110 dwellings as per the plan below.
The earthworks and infrastructure timeframe is about eight months. Environmental controls such as dust mitigation will be in place during this time.
